He was born in Rehoboth, the son of Jacob and Wealthy. WIlliam Horr moved from Bristol County, Massachusetts, to Henderson, Jefferson County, New York probably before 3 March 1810, when his lawyer, Jonathan Wilmark, signed on William's behalf the division of his father's real estate during the probate proceedings of Jacob Horr, "late of Rehoboth." Jacob left property in Rehoboth to be divided equally between his three sons, Jacob, Jr, William, and James Horr. The final division of property was signed by Jacob, Jr, James, and an attorney representing William, who was likely living in Henderson by then.1 A Wm Hoar is enumerated in the 1810 census, living in Henderson, probably the same William.
On 11 June 1811, William Henderson (namesake of the town of Henderson) of New York City sold a parcel of land in Henderson to William Horr, "of Henderson."2
On 7 Jan 1817, William Horr of Henderson, Jefferson County, New York, sold a parcel of land in Rehoboth to Nathaniel Kent, signed by William's attorney, Jonathan Wilmark, the same attorney that represented him in his father's probate proceedings.3
On 4 May 1829, William Horr of Henderson and Ruth his wife sold property in Henderson to Zadock Dexter, of Henderson.4 Note that Zadock Dexter also engaged in land transactions with Cyrus Hubbard of Jefferson, who may be related to Lucy Hubbard.5.
These deeds and probate records tie the William Horr of Bristol County, son of Jacob, husband of Ruth, to William Horr of Henderson in Jefferson County.
His last census appearance was in 1860, living in Brownville, Jefferson County, New York, with his presumed son, Ebenezer Hoar.
William and his wife Ruth are burried in Point Peninsula Cemetery, Jefferson County, New York.

At the age of four he moved with his family to Saratoga County, New York, then afterward to Henderson, Jefferson County. Three years later they moved to Point Peninsula. At the age of twenty-three he married Calista Wheelock and settled on the uncleared farm of her father, where they improved the property and lived for fourty-two years. In the spring of 1881 St. Valeire went to Wisconsin with his youngest daughter to help select and secure a farm for her and her husband, Charles Loomis. His wife, Calista Mayhew, followed him to Wisconsin in the summer. In 1882 St. Valeire came back to New York on business, where he died unexpectedly.1
On 23 June 1883 Albert V. Mayhew of Lyme was granted letters of administration for the estate of St. V. Mayhew.2 His estate was valued at $1900, with the following heirs identified, dated 9 Apr 1883: (1) Calista Mayhew of Clinton, Rock County, Wisconsin, widow, (2) Ada Loomis, also of Clinton, daughter, (3) William A. Mayhew, of Clinton, son, (3) Albert V. Mayhew, of Lyme, son, (4) E. Bruce Mayhew, of Brownville, Jefferson County, son, (5) Lucy Lonsdale, of Brownsville, NY, since deceased, with a will identifying William Lonsdale executor.3
